Part of Strategic Planning concerns Capabilities Development Planning, and part of that is Workforce Planning.  The resultant Workforce Plan encompasses a range of policies and strategies designed to ensure that the organisation has the ‘knowledge, skills, and abilities’ required now and in the future.  In order to have those in place, the plan must also address the ‘people’ side, since it is people who have or will have, the knowledge, skills and abilities needed by the organisation.  The Workforce Plan therefore needs to describe how the organisation will manage, support and develop its current and future workforce and deal with issues of recruitment, retention and performance management.

Changing demographics mean that Workforce Plan policies and actions will need to address very different strategies for Generation X and Y, for example, as against baby boomers near retirement.  A Workforce Plan should consider the opportunities as well as the threats in human resource planning and management.
