Poor loyalty is typically a reciprocal relationship - the organisation doesn’t care about the employees so the employees don’t care about the organisation.  The cause-effect is unlikely to be the other way since it is likely that the the organisation existed when the employees were hired.

A second reason for placing cause with the organisation is because poor loyalty will be reflected in other ‘Climate’ measure items, and climate is determined by upper level management.  Lower level managers can impact local climate and be the cause of poor loyalty in smaller groups, but if the problem is widespread, then it is organisational climate - and changes are needed in upper level management behaviours.
